Leachville kicks off New Year Jan. 1
Newly elected Leachville City Council members Michael Webster, Lisa Baldridge and Karen Wallace joined incumbents Ethel Hetler, Teresa Johnson and Tommy Stone on Jan. 1 for their first meeting of the 2015 year.
Newly elected Mayor Ralph Wells presided at the special called meeting to select signers for city accounts, elect Discretionary Board members, set time and place for regular meetings and procedures for special called meetings, set budget committee meetings and select a city attorney.
City Clerk Ruth Ann Keith discussed the duties of a signer for the city accounts and the need for a discretionary board. She said the discretionary board is selected in case of an emergency and there would be a need to move funds from one account to another.
"Since I've worked here there has been only one time when there was a need to call on the Discretionary Board," Keith said. "In the past the three signers and one additional member were selected to serve on the board."
The council elected Councilwoman Hetler as a signer for city accounts. They then voted to have all three signers, Mayor Wells, Keith and Hetler, with the fourth Discretionary Board member being Councilwoman Johnson.
Mayor Wells requested the appointment of Mike Bearden for city attorney.
"He has served before and he is a hometown boy," Mayor Wells said. "He also serves as Blytheville City Attorney."
The council voted 5-1 in favor of Mayor Wells' request. Webster cast the only no vote.
Keith asked if he (Mike Bearden) would be on the payroll or paid as needed.
"We have not discussed that yet," Mayor Wells said. "I will talk to him and if we do not agree the council will discuss it further."
Keith said Bearden will need to be notified of the court date set for Wednesday and the present City Attorney Chris Jester will need to be notified.
Mayor Wells asked for the Jester's contact information.
In other business:
*The council agreed unanimously to continue holding regular meetings at 7 p.m. the third Monday night of each month at City Hall.
*A maximum of four items can be placed on the agenda for any special called meeting, called either by the mayor or council members.
*The council set up a budget meeting at 7 p.m. Monday, Jan. 5. The council agreed to be part of the working budget meeting and will start with the General Account and Water Account.
